    S tím dial-up paušálem za neexistence cenově srovnatelného broadband bych to neviděl tak růžově, připojuji pasáž z materiálu o BT/FRIACO včetně slovníku zkratek, tedy materiál na který se tak rádo odvolává ZUI (a pan Peterka)- sami zjistíte že tentokrát ČTc o voze a ZUI o koze, tedy že věc není ani jinde bez problému, jak se zde s oblibou prezentuje:


    Flat Rate Internet Call Origination (FRIACO)


    Flat Rate Internet Call Origination, or FRIACO as it normally known, is a wholesale product that BT has been required by OFTEL to offer to other licenced operators (OLO's) since 01.06.00, in order to allow them to compete fairly with their own SurfTime discount packages. BT claim that wholesale rates for internet access have been on the table for some time now, and that it was the other operators that were seeking more from BT than was required by OFTEL.



    When BT provides FRIACO to another operator, it is carrying Internet traffic from a consumer's home over the BT owned copper wire. The connection to the local exchange must be provided for a flat monthly rate (i.e. BT is not allowed to charge per minute). The carriage of the traffic beyond the local exchanges has been the subject of some debate. Other operators have argued that it is not economically viable for them to connect to all the local exchanges around the country by extending their networks to connect directly, and have asked for connection at the main regional exchanges. BT has argued that this would overload the main regional exchanges because of the increase in traffic that occurs when consumers are no longer paying per minute. OFTEL commissioned a report to determine whether this is a legitimate concern. Other operators can buy connecting circuits from BT to carry the traffic from the local exchanges to their networks, an arrangement termed "FRIACO hybrid". Despite the claims to the contrary, OFTEL has received no formal complaint from any operator about FRIACO being unworkable. In fact, some operators have signed, and others are in the process of signing, contracts with BT for FRIACO.



    The BT FRIACO offer was for access to the local exchange (DLE), the OLO's wanted access at the master exchanges (DMSU). However, it is DMSU congestion that is causing interconnect congestion problems in many areas, which is why the FRIACO offering was based on DLE access. OLOs didn't want to commit to the equipment required to interconnect at the DLE level. BT wanted to meter the DLE-DMSU part of the traffic. This is where the "part metered" issue came in (FRIACO2).



    One view is that if the OLOs want unmetered access then they should commit to the DLE based interconnect, rather than expecting BT to enhance the DMSUs and the DMSU-DLE links.



    Note that in both cases the physical interconnect can be provided at the DMSU, so the OLO's don't have to cable out to every DLE, however it's the location of the switching interconnect that's at issue.



    Glossary of Terms


    DLE -- Digital Local Exchange -- The telephone exchange to which customers are connected, usually via a local concentrator.



    Enabled DLE -- A DLE with `grooming capability', in other words capability to take traffic off the PSTN onto the IP network.



    PoC -- Point of Connection -- Where an operator's network interconnects with BT, usually at a DMSU or a Wide Area Tandem (WAT).



    PSTN -- Public Switched Telephony Network.



    Tandem switch -- Main exchange in the core network which acts as a switching points for calls. In addition to a DMSU, a tandem switch can be a Digital Junction Switching Unit, Digital Local Tandem Exchange or a Wide Area Tandem (as defined in BT's Network Charge Control Standard Interconnection Agreement (October 1997), edition July 2000.

    adsl nebude vsude dlouho dostupne a pro mnoho lidi zbytecne. staci levny nepausal dialup, levny pausal, a adsl v rozrustajicim poctu lokalit.

    Ta otázka je hodně zjednodušená - ano, vliv mít bude, pokud bude za rozumnou cenu. Avšak to, co zatím ČTel představil rozumná cena rozhodně není... S takovouhle cenou to bude vliv opravdu minimální, kdyby šel někam na polovinu, ještě lépe na ceny a parametry obvyklé ve vyspělém světě, mělo bvy to vliv zcela zásadní.
